Definitions

Term Definition
Shall When used in a regulation, manual, operational instruction, supplement, or interim change letter, this term will indicate a mandatory requirement (directive).
Will When used in a regulation, manual, operational instruction, supplement, or interim change letter, this term will indicate a mandatory requirement (directive).
Must When used in a regulation, manual, operational instruction, supplement, or interim change letter, this term will indicate a mandatory requirement (directive).
Should indicates a non-mandatory or preferred method of accomplishment (non-directive).
May indicates an acceptable or suggested means of accomplishment (non-directive).
Change amend the content of an existing publication.
Immediate refers to an action taken due to a state of emergency, an unforeseen circumstance involving the preservation of life or property, or other contingencies.
Office of Primary Responsibility (OPR) the corporate level directorate (National Headquarters, region headquarters, or wing headquarters) having primary responsibility for issuance and maintenance of a publication. The OPR also has the authority to waive the provisions of a publication it is responsible for unless specifically prohibited in that, or any other, publication. Each publication shall be assigned an OPR.

Publication Types

Type Definition
Certificate
Form A tool used for the collection, recording, and/or extraction of information whereby a predetermined set of data fields have been established and defined to meet a definitive CAP purpose or objective. All forms, regardless of the issuing headquarters, MUST be prescribed in an official directive publication (i.e. regulation, manual, supplement, or operational instruction).
Index A list of current forms and/or publications issued by the identified headquarters.
Manual Mandatory Procedures from National Headquarters that apply to ALL members; directive that announce procedures and guidance for preforming standard tasks and usually contain examples.
Operational Instruction Mandatory Procedure or Policy from any command level that is directed to the members within the issuing command level ONLY (i.e. an Alabama Wing OI directs the members assigned to SER-AL-001 ONLY and NOT any members below the wing level) ;directive that announces local policies or procedures, and direct actions of a local nature within one unit (charter number) or office.
Pamphlet Non-Mandatory information publications from any command level that are directed to members at and below the issuing command; are non-directive, informative, "how-to" type publications that may include suggested methods and techniques for implementing CAP policies.
Regulation Mandatory Policies from National Headquarters that apply to ALL members; directive that announce policies, direct actions and prescribe standards.
Supplement Mandatory auxiliary publications from any command level that are directed to members at and below the issuing command; auxiliary directive publication that augments higher headquarters directives and apply to all members of the issuing headquarters and all subordinate units.
Test A means for the evaluation of an individuals knowledge.
Visual Aid An instructional aid used to visually illustrate a concept, procedure, or reference.
